About QPCS. Built on service. Driven by care.

Founded in 2012 by Debbie Sampson, a nurse since 2005, QPCS grew from military healthcare service into staffing, medical readiness and correctional healthcare consulting. Quality, Passion, Community and Sustainability guide our work—and our care for clients, employees and their families.

A family tradition of service

Proud daughter, granddaughter, great-granddaughter and niece

Military service runs through Debbie’s family. Her father served in heavy combat in Vietnam with the U.S. Air Force, and her other father is retired Air Force. Three grandfathers served across the Air Force, Army and Navy, and an uncle served in the Army. That connection to service remains part of QPCS’s foundation today. This family photograph shows Alex Majesky and fellow airmen in front of their aircraft.

CEO & Managing Member, QPCS | BSN, RN, CCHP

A nurse since 2005. A commitment to service that continues.

QPCS began in 2012 with Debbie Sampson’s desire to bring compassionate, patient-centered care to the men and women serving in the United States military. A nurse since 2005, Debbie built the company around dignity, responsibility and care for people. Her family’s military service helped shape that purpose. Her husband, children, family and friends encouraged the journey, while her experience at Milton Hershey School strengthened her belief in perseverance and opportunity. That commitment has grown with QPCS. Today, our work includes healthcare staffing and medical readiness, correctional healthcare consulting, independent contract monitoring, risk management, project management and quality improvement. We bring nursing insight and practical support to government agencies, military missions and correctional healthcare settings. The QPCS family makes that work possible. Debbie believes people deserve compassionate, responsive leadership—and that caring for employees includes caring about their families. As the company grows, the purpose remains personal: support the people delivering care, respect the people receiving it and keep improving the systems around them. Our core values are Quality, Passion, Community and Sustainability: excellent care, dedication to people, teamwork and a reliable foundation for lasting service.

Our military roots

Alex E. Majesky | Eighth Air Force

Debbie’s great-grandfather served as a pilot with the 577th Squadron, 392nd Bomb Group, during World War II. Family records recount 22 missions during 1944–1945. His Distinguished Flying Cross citation recognizes his skill in bringing a severely damaged aircraft to a safe landing after the 12/31/1944 mission. That family legacy helps explain QPCS’s enduring commitment to those who serve.
